Why can't atheists hold positions in office?

I'm not an atheist (If I were, I'd be dead! My father is a priest!) but I always respect people for their beliefs (or lack thereof), even if they differ from mine. I don't see why not believing in any God makes you ineligible to hold positions in office. Why can't they? I thought people come to America to be FREE of religious persecution. What happened?
