Is Hispanic a American fabrication?

I ask this because when I visit South America I ask people Where are the hispanics just to see what their answer is and everyone ask what's a hispanic there are no hispanics here . So this Is why I ask this because people in South American,The Caribbean and Center America do not call or consider them self hispanic.
