Could time really just be the motion of matter?

If nothing moves, we have no means by which to measure time. Nothing would age because the atoms composing things would never move therefore the aging process could not occur. If all matter were to freeze in place (only in place, not considering time), would not time itself also stop? If there is no way to measure time how can it exist? Is it just a fabrication of our minds created to arrange events in order?
