How do I fix my Toro sprinkler system problem. All zones come on at the same time!?

When I power on my automatic sprinkler system all the zones come on at the same time. I move the zone controls and nothing happens....I can't get it to fire up each zone individually. Is there a relay of some sort that needs to be reset or replaced?
